Complainant complained of use of excessive force by police officers from the Truro Police Service. The complaints of the complainant were broken down into 7 separate complaints. The Nova Scotia Police Review Board found one Constable had contravened the Police Act, when he pepper sprayed the complainant. The Board also found itself to lack jurisdiction over determining whether a chokehold used was excessive force or not.
